The NPC who drops it is in Ashenvale, on a hill near the river, there is a Ghost Keeper of the Grove who drops the Skull

Really good list! Some of these events I've never heard of before, so I'll be sure to try them out.

Humans can also obtain Varian Wrynn at stormwind with their paladin hero. I am also pretty certain that when trolls take the Jina'lathor path, huamns also get stromgarde with galen trollbane as a hero with trol'kalar. Only seen the stromgarde event happen once.

I've also seen a scourge player get control over the creeps inside of scholomance with their lich hero. I've also seen scourge players get control of Mal'ganis if Arthas has his troops recalled and they didn't kill Mal'ganis, but I've only seen this once in single player and I am not entirely certain on how to trigger it :/.

You should also mention that worgen can train Arugal from shadowfang keep and get Genn Greymane as a hero when they take their own hero to him at Greymane manor. Wretched can form an Alliance with Dar'khan drathir and deatholme.

I dont think you understand the lore perfectly.Well let me tell you that in young Azeroth there were two dominant races.Night Elves and Highbourne.You surely heard about Well of Enternety and Nordrasill.Nordrasill as the World Tree.Well of Enternety as the source of magic.Satyrs and Naga are long lost Highbourne.As the storyline tells Highbourne and Night Elves had a queen.You surely heard about Azshara the great Queen of old or should i say those two factions.She became obssesed with gifts and other staff so Xavius(While he was highbourne)started creating a portal to the void.As the portal grow bigger the bigger demons came out of it.And when the leader of Burning Legion was nearly out the Well emploded and the Highbourne were banished along the cost of their queen 's death(or maybe she is still alive)also the destroction of massive Kalindorm.Massive kalindorm seperated in the continets you now know(Northrend,Easteren Kingdoms,Kalindorm(smaller then before)and pandaria).As for highbourne those who survived became Satyrs,Naga and even those who reachen easteren kingdoms became the High Elves(also known as Quel'Dorei).Thats the lore you cant move on and pass it.From the day they seperated Night Elves and Satyrs are sworn enemies.As you already know Satyrs are allied with Legion that means they are Azshara 's servents.High Elves are the Highbourne who served one in Sunstrider family(cant remember his name) and Naga lost their piece of sensitivity beliving that Ilidan has both mind and ability to lead them to glory.                                                                                                                            As for Risen and Scarlet they donr have sensitive side for each other.Because Scarlet are the humans who swore to kill every last of the Undead.And Risen are Balnazzar 's minions.Scarlet Crusaders are stupid assholes that dont understand the mining of defeat.                                                                                                                                                                                                                                Vol'Jin cant aford to be in the Orc race because his clan Darkspear are the only remaining orcs that are not against the people of Azeroth unlike Zandalari,Amani and others.He needs to keep his clan assembled or in other case the Darkspear is of the Horde and join the Zandalari in their conquest against the people of Azeroth.Now in WoW expansion WoD Vol'Jin is the warchief of the Horde that means Darkspear will be in the Horde as long as Vol'Jin lives and maybe longer.
